The write up of the character describes how Tiamat has initiatives, and what happens on each of the "turns". She gets 5 turns each round, and can assign them to each of her heads (such that each head acts once per round), each of those turns consists of a standard action and a minor action. Each head has an action point. There are main body powers that can be used by any head, but each head has it's own powers that only it can use.
"Each head can activate once per round on its initiative count to take a standard action and a minor action". The heads have actions that say "head only", meaning no other head can take those actions ... the main stat block has actions that any head can take (or just gives information).
In tactics it does say that Tiamat will often take to the air, but considering that she can hover, it only really takes one move to get up there and she can stick there for most of the combat. Considering her size and her reach, she may not need to move too often, and with fly speed of 15, she may not need to use more than one move action a turn. In fact, she can always flying charge using her basic attack to not have to bother losing an attack to move.
