Doubtful, as there's no way to actually verify that someone's purchased the books.

In fact, you'll likely end up paying more for the PDFs than the books since WotC charges full MSRP while many FLGSs have discounts or other loyalty programs.

We plan to sell pdfs for all RPG products through one outlet at first, and possibly more than one outlet later. This is TBD in the coming months.

A photocopy or digital image of a receipt sent in should do it. Sure, it's easily faked, but if someone is going to be dishonest, let's face it, they're not going to be going this route anyway.
