Where are the cities?

In my view, larger cities offer more scope for a dynamic, fantastic campaign, and also have the added benefit of supporting huge armies and epic wars of unimaginable ferocity and scope!

Hear, hear! What's the point of reaching epic levels if you can only lord it over a few thousand people? And conversely, nothing says "low-level" quite like the realisation that there are millions of people out there who want the same things you want, and often are equally capable as you are.

Large cities allow for a grander view of things - both from the top and from the bottom...

a little bit of resistance here.

Huge armies can just as easily come from very rural cultures.

If the Romans were to be believed the Celts could get together some righteous hordes, and the Mongols weren't too shaby and all too epic for having no cities at all.

I like rural societies as a source for adventure. They're very unfamiliar to us too, which makes the role-playing all too interesting.

Not to discount cities mind you, just to interject a little balance and consideration.

Has anyone considered running something with a cermonial city like Tenochtitlan?

Mmm, undying opression...

Good gawd, I love undying emperors!!!

God-Emperor of Dune was my favorite book in the series!!!

(I don't think it was the best, simply the most weirdly cool)

I like ceremonial and festival cities too.

Wish I could see Mecca some time. Ah well.
