Where does it say total powers doesnt include race or feat powers?

Under the total powers known (at will, encounter , daily and utility). Where does it say that it does NOT include race or feat powers. Or Where does it say that those are class only powers.

For example the total powers known at level 1 are 2 at will, 1 encounter, and one daily.

So for example that the dragonborn breath power is , or is NOT the encounter power you get to have.

I know its not your one encounter power, its in addition to your encounter power... but where does it explicitly state this? One of my friends asked me this, and i couldnt answer him.

On page, 27. Under 7. Powers, it states:

At 1st level, select one power from the list of 1st-level encounter attack powers in your class description.

Since it states from your class description, it has no bearing on your race.

On the character advancement table the racial traits are listed separately from the feat choice. Seems straightforward.
