Like I said, where can you get a publishable map of Washington DC for an RPG game?

Try here: http://www.loc.gov/rr/geogmap/ ...otherwise, it depends, somewhat, on what era you want to portray, what area you want to show, etc. I suspect you're more likely to find older maps, rather than newer maps, in the public domain. For current stuff, check the USGS copyrights and terms of use for their maps.

Actually, I just figured out how to get open domain maps of anywhere:

Check the department of zoning for the city you are interested in...
