No, you cant. You can only use touch ranged spells. Ranged touch is explictly disallowed.

I feel sure I remember reading that any ray spell can be turned into a touch spell at the discretion of the caster at the time of casting, but I can't seem to find it in the srd.

Touch spells and rays are not the same thing, even though rays require you to make a ranged touch attack.

A touch spell (a spell that occurs at touch range) requires the caster to reach out and lay a hand on the target.

A ranged touch spell, most of which are rays, spoot the magic at the target, but require the caster to aim enough to hit said target.
