It's not specified, so it's player choice. If the ongoing damage would make you drop but the regeneration would heal you up again, do the regeneration first. If the regeneration would be wasted because it would heal you over your max HP, then do the ongoing damage first.

I would disagree that it's unspecified. On page 268 of the PHB, the "start of your turn" box is listed in the following order: Ongoing Damage, Regeneration, Other Effects, End Effects.

Now, it is ambiguous if this is a true order. However, looking at the "Actions On Your Turn" box specifically says "any order." The sections about starting and ending of turns do not. Therefore, you could make the argument that the start and end of your turn happen in exactly the order described.

By that reasoning, you always take ongoing damage first, then apply regeneration. If the ongoing damage drops you below 1 HP, you fall unconscious and don't get the regeneration (unless otherwise specified).
