I'm voting for Elves over Halflings. Halflings are small and weak, but don't strike me as..less masculine.

Why? You are assuming a human standard of what masculine is, dwarves are the most masculine and least as the women of their race is basically the same as the men with broad shoulders and beards, making them equally feminine and masculine at the same time.
