Which RPG companies need a Fan-Policy?

Rather than continue to derail the conversation involving the 4e fan site policy, I am interested if there are RPG companies which need a fan site policy but don't have one?

Are there companies other than WotC that seem to be actively discouraging fan created material through a lack of clear communication with their fans?

If you could make a hypothetical fan site, what product or company would you be most eager to make a site for? And would this site be in any way supported by that company?

Also... from the 4e thread: The companies that clearly have a policy already include WotC, Paizo, White Wolf, and Steve Jackson Games.

"For this reason, we can NOT allow any conversions of Palladium's copyrighted works to other game systems (for example, Rifts® characters using D20 or GURPS stats), nor allow characters and settings from other companies and creators (for example, Marvel Super-Heroes or the Star Wars characters) to be presented/posted using Palladium’s game stats."
