Whip question

Just a quick simple question, but I can't seem to find it in the PHB. If a character is using the whip (15' range) can they attack around another character? Such as if you have a comrade in front of you, in melee combat with the opponent, and your character with the whip is behind his comrade, can he still attack the opponent? or does the line of attack have to be clear?

Also, would the Percise Shot be needed in this case, to rid the -4 penelty, since the whip is considered a projectile weapon??

Yes, but they have cover.

Yes.

No.

Yes, a whip is ranged projectile weapon, so it follows the same rules as eg a bow does.
