Ok, looks like you have enough scales for a small suite of hide armor with a 5 cold resistance, and no shield...but that's only by the book of dragons. Yay for house rules! That or they can do that and get some money (if they need it)

(page 116 in the draconomicon, top shows sizes, 177 under dragoncraft armor or shield for the resistance and rules)

Hehe yup. I love my house rules. I am thinking of doing what I was going to do earlier(full plate AC and 10 cold resistance) cause that seems reasonable.

This came up in my game, and we all agreed that the by-the-book rules for Dragon Armor are way too weak. Dragon armor is supposed to be something special.

So in my campaign, Dragonhide Armors can be enchanted with the appropriate Elemental Resistance of the Dragon (Cold Resistance in this case) for only half the normal XP/GP costs, this grants a little perk to Dragon Armor without making is vastly more powerful.
 

Im working on a dragon based campaign and am using the following -
Possible armor size and types listed in the DMG (i.e hide armour at -1 size, halfplate at -2 sizes etc.)
This encourages killing large dragons, otherwise you could get several suits from a huge dragon.
HR: you can make a large shield instead of armor from a medium dragon, or a small shield from a small dragon.
the armor or shield has a natural enhancement equal to 1/10 of dragons NAC
this is 1-2 in most cases. The item can be enchanted further at normal costs.

From Dragonomicon
With the feat Dragon Crafting the armor/shield costs a little a little more
but grants elemental resistance 5 -
HR: If you want better, you have to pay 1/2 the listed base price (ie 9000gp) for resist 10

You can also make up to 12 weapons from teeth, horns and claws - from each dragon
