Who can be targetted with Inflict Mass Spells?

My question is quite simple: Does a cleric casting an inflict mass spell have the ability to pick and choose his targets in the spell's area? If a lich casts the spell can he target himself and other undead allies, potentially healing himself and damaging his opponents?

Yes, as long as no two are more than 30' apart and within spell range.
