Why are pdf's named so?

It's good practice to use the 8.3 format for naming convention, particularly when you don't know who will use your file.

No, it's not. The 8.3 format is what the DOS OS used. All other OSes I know have support for longer file names. Anyone in the internet (even if using Windows 3.1) must somehow support longer names, since most web pages (and other downloadable files) have names that are longer than 8 characters.

Still... everyday I find lots of people who are afraid of using long descriptive names
