Why can't rogues use saps?

Didn't rogues have proficiency with saps in 3.0? What gives?

(If this has already been discussed --I'm sure it has-- would someone point me to the thread?)

You didn't check the PH Errata.

Rogue Proficiency
Player's Handbook, page 50
Add “sap” to the list of weapons with which a rogue is
proficient.
Change text to read as follows:
. . . plus the hand crossbow, rapier, sap, shortbow, and
short sword.
