Why did the Scarred Lands fail?

They never did come out with the sourcebook I most wanted to see after Hollowfaust - Albadia.

*EDIT* I wonder if it would have done better if they had finished Ghelspad before turning their attention to Termanna? I know locally the interest just did not exist in their new continent.

Probably not because Termana did hold one huge player that affected Gheslpad, the Jack of Tears and his "Krewes". People wanted to see more of that.
