Why do I alwaus get one player......

There's one player that I've had in my groups several times, and the discussion we always have at character creation is this:

Him: Can I be a Blue Slaad?
Me: No.
Him: What about a Death Slaad?
Me: NO.
Him: Then how about a Blue Slaad?
Me: NO YOU CAN'T BE A F*$KING SLAAD!!!
Him: Oh...

Every. Single. Game.

My mistake was, in one disgustingly over-powered game, I let him. Then again, he was fighting alongside a Vampiric Were-Tiger Half-Dragon, soooo.....

dm. ok the campaign will be base on Star Trek about 80 years after TOS. Federation races only.
Problem player . Can I play a klingon call Woof!
DM I said Federation races only.
PP. But I have this cool back story. He is the only Klingon in Star Fleet like Spock was the only Vulcan.
Dm. No. I said Federation races only.Besides that not much of a back story.
PP. I thought I work on as we game. Plus I won't glory hound you can make me second in command of security since Klingons are such great warriors. Plus didn't the light bulbs say to Captain Kirk and Spock that the Feds and Klingons would kiss and make up.
Dm. Yes but the race was never seen again. And most the time the Klingons were just the Russians with bad matters and cheesy face hair.
PP. What if I have raised as an orphan by a former star ship captain.
Dm. hmm okay okay. I just want to game.
THE day of game.
PP. Hi my name is Worf. I was raised as orphan Klingon by former star ship captain name Godizillia Sulu who was Sulu's grandkid. Being raised in Japan my adopted father raised me in the Samuari tradition. Since I could only discover my real heritiage by lanquage tapes on unclassified reports I get some things wrong about Klingons. I forge my own type of katana and called it a Bat left which in Klingon means super size uber samuari sword. See.

DM. Fine what ever! Drop most of the backstory and we will work on later. Now PP2 what your PC

Dm...I pick the wrong time to quit drinking before the games..

Probelm players occasionally work. But DM should not have to been over and take one for the team just so probelm kids can have seat at their table.
