Why So many Wu jen only spell

I don't think it was a pet project. Each of the new splat books has included an updated version of a class that appeared in the 3.0 Oriental Adventures and has included whatever supporting material is necessary (for CDivine - sohei, for CArcane - wu jen).

There's nothing saying that you can't adapt the spells for a non-oriental campaign. I'd suggest saying that they require contact with some kind of oriental exporter of some sort to maintain flavor though, but that's just me. In FR, considering there are people sending good down the spice road across the steppes anyway, chances are good that a player could make a case for sending an expedition to find new and interesting magics.

It's not the fact that Wu Jen was included that makes me think it was someone's pet project; it was the fact that so much of CA was devoted to a single, rather niche class.
 

The way I do it in my campaign is that the wizards (PC wizards of course) can gain their 2 spells/level from any of the PHB spells, and have to find any others. Makes for some interesting things happening :)
