Why the changes to arcane lock?

In previous editions, wizard lock was sealed against everyone but the caster, unless you were a sufficiently higher level spellcaster (I believe it was three levels). This caveat is missing from its successor, arcane lock. Why the change? Was it just to keep knock useful forever?

Personally, I think that knock should work like dispel magic against Open Lock DCs and magic that locks such as arcane lock.
 

I think that having an additional spell is redundant and I wish that arcane lock worked against other things..like catapults, crossbows, wagon axles, stuff like that...

So, a spell would work to activate or deactivate mechanical items. I'm starting to lean towards the "no-spell should replace a skill..just give a bonus" mentality though.
