Well, in wargame terms, armor costs extra points and sometimes you can't afford everyone in your army wearing armor. Also, in many wargames, frenzy/rage abilities are only usable by unarmored troops.
In D&D, Barbarians can rage even in heavy armor (although the barbs only get light and medium armor profiency by default).
Armor is a problem for D&D. There is almost no reason not to wear a mithral chain shirt as a character, unless you are an arcane caster and don't want to risk the 10% spell failure chance for non-stilled spells or your dexterity is higher than 22.
If I wanted a plausible reason for why they don't wear armor, I would go with them believing "only cowards wear armor." Have them impress on the PCs that the PCs shouldn't wear armor either.
Most of those figures are big guys, so they should have high con and maybe natural armor.
