Well, on the one hand, the size restrictions make the HD limit almost always in place anyway, so making it formal is no big deal.
On the other hand, Greater Wild Shape is a completely different ability with other big advantages, so having a restriction on it that does not apply to normal Wild Shape would not be an issue.
Either way the difference is very minor, so neither answer would be "wrong."
