I agree and have had discussions with my DM. However, after discovering the Wilding Clasp, we decided why would such an item exist if things like cloaks and belts didn't meld into the magic form.

The wildshape ability refers you to polymorph which refers you to alter self. Alter self says:
So, a druid that wildshapes into a bear will be able to keep any item that a bear could wear. This begs the question, "What can an animal form wear?"
The 3.5 DMG (pg 214) lists what items a humanoid form can wear, but does not list what items other forms can wear.
Page 213 indicates that items should generally resize to accomodate size and girth. It does not indicate how an item should be treated if it is not designed to conform to the shape that the creature assumes. It also specifically mentions that armor and weapons have fixed sizes: they do not resize.
This leaves us with a guideline for how to handle magic items on wildshaped druids, but that guideline is very broad. I came up with narrower descriptions for use in my game, but under the core rules, DMs are free to decide what merges and what does not merge on a case by case analysis.
