Because Alter Self does not change your CON, it can not be inferred that its language addresses any change in CON. Rather, the change in CON introduced in Polymorph is a difference from Alter Self and therefore all the consequences of a changing CON apply, without any regard to what Alter Self states.
I will correct my previous statement: the language wasn't retained, but similar language was used.

The previous page, in its discussion of base saves, bab, etc. addresses your entire second paragraph.

The language is completely different.

In 3e it had text that overrides the basic rules that hit points change with regards to Constitution. Now it doesn't.

Hit points change from three things:

* Hit Dice
* Constitution Changes
* Damage

Constitution changes are not different from damage, so if you are going to extrapolate from the fact that hit points don't change to include changes in Constitution despite that not being actually said - I am curious as to how you could parse that information in such a way as to not also include immunity to damage - which is of course also not stated.

I've been down this path already. I'm not going to play it again.
To me its people bending over backward to make the old rule still apply when it was clearly changed.
 

The Polymorph spell specifically overrides the no-hp-change clause of Alter Self, in that it provides healing as if from a day of rest (from my memory). This may or may not be germaine to whether it also overrides it with restect to Con changes. Without anything else to go on, I'll have to side with the Sage on this.
