Will all spells be attacks?

In all the previews, the only abilities I see characters getting are attacks. Sometimes they grant extra effects like teleporting a few squares or healing some damage, but everything's an attack of some kind. I know the big effects are covered by rituals, but what about spells that offer defense, concealment, or general utility, like invisibility, disguise self, P from E, dimension door, fire shield, globe of invulnerability, silence, all the various detect spells, all the wall spells, and so forth?

Definitely still in. We know utility powers exist, and the "higher level PCs table we got confirms. We have short range teleport jaunts, so no reason to deny a dimension-door-esque.

Similarly, concealment; we saw the warlock got a concealment effect in any round they moved; no reason not to scale that up.

Globe of invulnerabilty qua Globe of invulnerability is probably out, though.

There do seem to be utility spells, but to a far lesser extent apparently (for example Mirror Image, Fly, Greater Invisibility). Which is a little iffy in my mind, but at least it makes wizard spell selection less fireball vs. phantom steed.

Non-attack spells that fit into the ecounter/combat system are called utility spells. We've seen a few examples such as mirror image, resistance, fly, and greater invisibility. Everything else falls under rituals.

Where have we seen those?

Alose, weren't the levels 10-16 spells released at some point?

They were revealed in the PHB galleys from DDXP, which included some of the paragon tier spells for wizards (attack and utility). There were several threads dissecting them a while back, especially mirror image.

I'd very much like to see those examples.

There are a couple utility powers that have been previewed and they are all Level 2 powers.

The only one that comes to mind for me is the rogue power that allows them to shift several squares once per encounter.

Other than Utility Powers, mage cantrips (light, magehand, etc) and rituals, some class features and feats are not attacks. There are also some attacks that deal no damage (Sleep) that suggest how they will handle effects like Silence, etc.
