Will plaguetouched be a template?

Say it can be applied to any creature or human; causes randome mutations and greants weird powers. Thougts?

Also is it just me or is wizards trying to cash in on the Comic Book market now as well? (plaguetouched + Spellscarred = X-Men!)

The way I read it, it seemed less like a template and more like a background "excuse" for creating any weird and wonderful things you want to.

A template is mostly about applying a consistent additional effect to an existing creature, and the random mutations and weird powers of plaguetouched suggests, well, the opposite :)

But then how exactly do you think they will do it? pehaps a special type of template, or perhaps templates will become more...mutable in 4e?

See, apparently any creature can become plaguetouched. Furthermore, this mutates, and grants them weird powers...possible in addition to what they could do before.

So a plaguetouched dragon might have a plagued breathweapon, two extra wings, four eyes, in addition to everything it could do before.
 

Since plaguetouched are likely to be rare and unique, step one of the conversion will probably to apply whatever guidelines there are for making the base creature into a solo monster of the desired challenge level, including adding new abilities or upgrading existing ones.

Then, modify one or two abilities (possibly introducing unique ones) to make it distinctive.
 

We don't really know much about monster design at the moment but I have the feeling that you choose whether it is normal, elite, minion or solo and its role, crossreference some tables to find out what it's basic stats are and how many actions of each type has, and then give it action from a list of abilities.

So Plaguetouched could be an expanded list of abilities?
