The fact you can create a situation where Witch Bolt does not suck does not mean it does not suck.

It still remains a spell you would not want to prepare/know, since it is so very corner case.

This. Particularly because (from what I'm reading, anyway) it sounds like an especially flavorful spell for Sorcerers and Warlocks...who have vastly reduced spell access, and therefore cannot afford to pick up ultra-niche spells.
