HA! That sounds like a challenge to me. I dare them, dare them to create a system that I can't convert from 3rd to 4th edition. If I can convert all my old Vampire the Masquerade characters over to Modern d20, there is no way this statement will ever be true.

It sounds like a challenge you will lose, if you think mechanically. If you make a lot of compromises on mechanics and keep the soul of the character it will be easy.
 

I think Bill is referring to "If you have 4 ranks in Sense Motive, that equates to a +4 to perception checks" or other X -> Y literal converts. You won't be able to take a 3.x Pc, erase a few numbers, re-total their hp and play them as they were in 3.X. You can reinvision them (as if they were made in 4e all along) but there is no way the core rules are going to handle a illumain hexblade/sorcerer/spellsword with twilight armor and the arcane strike feat in conversion and have him doing the same debuff/haste/arcane-fueled beating that he did in 3.X.

I think the operative word here is 'straight-up'. In other words, you won't be able to build a direct, mechanical conversion for everything (that's worth anything anyway).

But in many cases, you'd still be able to re-create the character; and for some builds there will be some obvious conversions. A Greatsword wielding fighter is likely to be easy; a Shadowdancer may require choosing one of several possible paths, none of which are exactly like the old character. On the other hand, some characters may actually work out better than before (Eldritch Knights, for instance).
