If he were playing RHoD, I could certainly see this being the case. Even if "8 hours of downtime" is slightly hyperbolic, there certainly isn't time in the module to regularly engage in item crafting, even if it is only scrolls.

For any adventure with a premise similar to hit-and-run against a dangerous enemy, I could certainly seeing the above applying as well.

But 5 levels or so of character advancement?

That is waay too much for any adventure.

Even Age of Worms has text that tells the DM to allow for such "breaks" to allow PCs to craft items, etc.
 

What I want to know is how he's ensuring 8 hours of rest; my bloody DM keeps throwing stuff at us during the second watch.

We have a magic rope (use activated item, casts Rope Trick once per day, CL 8) so we've got 8 hours of rest. Honestly, though, I don't think I've ever been part of a group that's had more than a day or two of downtime. Our DMs just don't like Item Creation, I think.

I'm thinking about just asking the DM if I can get a metamagic feat in its place.

Yes, I think it's both scribe scroll and familiar. This one is tempting for my next wizard.

I was just wondering, have you thought to ask your DM to perhaps change the item creation rules? I mean, as they stand, it takes forever to create the most basic of magical items. If your DM was willing to let you work in spurts or even blocks, that could help make things work better.
 



It's called ... Eidetic Wizard ... I think, and is in the latest Dragon magazine.

Give up Scribe Scroll and your familiar and never have to use a spellbook again.

Instead of paying for ink when scribing scrolls instead, you instead pay for incense and really, really memorize the spell.

You prepare spells as normal.
