I find that is slows the game down when high (9+) level spell users have to sit around picking all these lame 0 and first level spells. Therefore, I thought it would be best if wizards could prepare low level spells on the fly in a way similar to, but not as well as sorcerers. Here's my idea:
The time to prepare a single spell from an open slot depends on the spell level versus the maximum spell level the wizard is capable of casting.
Maximum Level= 15 minutes
Maximum Level -1 = 10 minutes
Maximum Level -2 = 5 minutes
Maximum Level -3 = 1 minute
Maximum Level -4 = 1 full round
Maximum Level -5 = 1 standard action
Maximum Level -6 and below = move-equivalent action
For example, a 9th level wizard can prepare cantrips in a standard action (good for those detect magics) and first level spells in 1 full round. A 20 the level wizard can prepare a spell 3rd level or below as a move-equivalent action.
That's what I'm going to do in my 3.5 game.
