Going by the previews, they are levels that you can take in a class instead of a normal level, giving up one ability for another. For planar substitution levels, you have to fulfill one of four prerequisites:

  • Have 1 rank of Knowledge (the planes).
  • Have a heritage feat (described later in this chapter).
  • Have the extraplanar subtype when on the Material Plane.
  • Have visited a plane other than the Material Plane.

Have you considered working for WotC R&D?
Technically, the progression between 0 + lvl/3 and 2 + lvl/2 should be 1 + 5*lvl/12 since 5/12 is halfway between 4/12 (1/3) and 6/12 (1/2). But the set of numbers produced is ugly compared to the 1+2*lvl/5 progression.

So, it's like a 1 level prestige class?
 

Nope it replaces a level in your normal class. You'd take 4 levels of Sor, then 1 of Planar sorcerer at 5th. At 6th you continue the normal Sor progression. There are 3 levels for each core class you can swap out. You don't have to take all 3, nor do you have to take them in Order (afaik)

What the heck does a Sorc miss out for taking a level of planar sorc?? rofl, unless WotC plans on revising the core sorc... :p
