Who says they are making an RPG...?
Now you're just being silly.
Every AAA D&D game which has been in any way real way successful has either been:
A) An RPG (including ARPGs).
or
B) A 1990s side-scrolling beat'em-up.
That's it, that's the end of the list. There have been tons of D&D-based strategy games over the years, even a D&D flight sim way back when (Dragonlance-set), and guess what? They've all been dismal failures in sales and virtually all also critical failures.

Notice all the familiar and relatively successful names which are RPGs? Okay. Now scroll down to "Other genres" and witness the failure of everything on the list except Tower of Doom/Shadow over Mystara.
So yeah, I guess they could assure their doom by randomly trying to make a strategy game or something, bu the fact is, the people who care about the D&D license want an RPG. When it's not an RPG, if it says D&D or a D&D setting on it, people just look at it funny. Especially in the AAA sphere.
Really the only other things I could see happening would be either, yes a remake to/spiritual sequel to Tower/Shadow, or some kind of "party management" game which was, de facto, an RPG anyway. THAT SAID, RPGs are so wide in what they can be now that it could potentially be anything from some sort of serious 6-character RPG to basically a sub-Skyrim to Baldur's Gate: Dark Alliance 3.
