Well you are "free" to try and use it following the normal methods of learning a spell/scribing it.

Umm actually yes you can kill a wizard and use the enemy's wizard's spell book for free. The DC to prepare from a spell book that's not your is 15+ spell level. A wizard starting with 14 int (+2 mod) and 4 ranks will have a total modifier of +6 and only has to take 10 to meet first level spells. And name 1 situation where you're being rush as you're preping spells.
