Wizards, Spellbooks, and Spell Replacement

When a wizard is to replace a daily or utility spell, how does this work exactly?

For example, my wizard just hit level 15, and is to replace one of his daily spells. Do I (or can I) pick 2 15 level dailies, that is, one active one, and one to put in his spellbook? And thereby, subtract two daily spells that he knows? Or do I just replace 1 daily power per se, with the new level 15 daily?

My understanding is that you can replace any of those daily options with two daily spells of 15 level or lower. So you could swap one of the options for a 15th level and keep one of your existing spells or pick two new 15th level spells to choose between.
