Wmplayer and Winamp skins creation

How would I go about making a skin for either Windows media player or winamp?

I had a friend who made some. I'm not sure where exactly she got her information, but I'm sure a quick Google search would turn up some guidelines and advice.

Photoshop is very helpful.
