2000AD [WOIN/Judge Dredd] Looking for stats and grapple rules for Harpoon guns

Hi there,
for a vehicular combat in the Cursed Earth, I would like to add some wasteland raiders who use mounted harpoon guns on the PCs van (like in Mad Max Fury Road). Any suggestions for the stats and grapple rules?

Pg 141 has the basics for GRAB which is this systems grapple. It was very annoying looking for grapple rules the first time it came up for me. Pg 147 has the restrained condition. I would suggest the slowed condition for vehicles. The index doesn't even refer back to pg 141, only to some NPC exploits. Hope this helps and gets you rolling.

The first step of Slowed has only a penalty of -4 on defences. Which value would better fit for vehicles?

The raiders try to stop the transporter of the PCs by shooting harpoons mit chains as anchors and then they outbrake the transporter.

Roll to hit, then some kind of opposed check to see if they can outbrake it? If they succeed it stops, if not they get dragged along?

Would the penalty for the called shots also count for the attack?

Don't see why. It's just a property of the weapon.
