It's entirely possible that I have somehow missed this but...

In reading Weapons of Legacy for the first time, I get that you perform certain rituals to unlock Least, Lesser, and Greater Legacies, and that when you successfully perform the proper ritual, you get the X Legacy (item name) feat. I also understand that each Legacy Item has its own rituals, and so forth.

Shouldn't the items listed in the book show which abilities are associated with Least, Lesser, and Greater Legacy? All I see are lists of the abilities themselves, with no mention of whether the ability is a Least, Lesser, or Greater ability. For each item, I see a chart showing the levels at which abilities are gained, as well as the sacrifices for each ability. I don't see how these correspond to the Least, Lesser, and Greater categories.

Is it just your level? I see the character level requirement for the feats. It would make sense that you simply get the feat, and then you can use the abilities for that level and higher. Thus, for example, if you are 12th level and get Lesser Legacy (Bow of the Black Archer), you'd have access to all of the item's abilities up to and including the 12th level ability. Before you completed the ritual to get Lesser Legacy (Bow of the Black Archer), you would only have access to the abilities up to 10th level (since the feat requires char level 11). But, until you acquire Greater Legacy (Bow of the Black Archer), you wouldn't have access to the 17th level and higher abilities, no matter what level your character was.

I think I figured it out. One sentence would have resolved my problem: "Least abilities are those between 5th and 10th level, Lesser abilities are those between 11th and 16th level, and Greater abilities are those of 17th level and higher."

To figure it out, I had to go to the section where you create your own Legacy Items. This book could have done with a little more clarity. I like the ideas, but sheesh. I shouldnt have had to go through all that just to figure out a pretty basic tenet of the system.
 

That is correct. That was one of my major beefs when I first read it as well. It's not at all clear how/when you get what. You have to find that reference, which is buried somewhere in the book.

Now if only the mechanics behind WoL were better. The penalties to HP, saves, attacks, etc. are just dumb dumb dumb. *sigh*
 

Yep, you would think that information would have been clearly shown. You weren't alone in having trouble finding those rules. It took me quite a bit of searching through the book to find them located in the back with the rules for creating your own WoL.

The cheesiest use of it I've seen is an Item of Legacy that primarily gives a caster level penalty... and then take Practiced Manifester to get full CL again.
