Bureau 13 is one of the best gaming settings ever (at least I thought so), but the rules had always been well, terrible.
It's somewhat of a crowded field these days, but B13 always had a sense of humor and a sense of authentic-ness that is lacking in other games (at least the core book).
Maybe authentic is stretching it a bit, but I used to be something of an amateur ufologist. There's a sense of weirdness or absurdity in the paranormal that most other games miss. B13 hit it square on (at least the core book).
