The scenario I did is really only about 4 pages long. The rest is mostly surrounding filler. Pre-gen NPC's take up 6 pages. I did three pages of maps, which each took about 5 minutes to whip up on AUTOREALM or on Paint Shop Pro. The cover page, prep, special rules, and any stat blocks (which can be pulled from any generic source) take up the rest.
The key is to produce "something." Once you've done one, you can pretty much do any subsequent ones in 1/5th the time. When I edited scenarios for Living Greyhawk in our region, you could really get a lot of great production out of 2nd time writers, but 1st time writers spent a lot of unnecessary time on unnecessary things.
Advice on cutting down the work:
* Don't do anything with a stat block and if you do, it doesn't have to be perfect unless you're submitting it for massive publication. Just reference a monster manual page or just reference "the 5th level barbarian" from the DMG p.xx or Frostburn p.xx, etc. You can fill in the blocks later, otherwise you waste valuable time doing inane stuff..which saps your creative energy.
* Start with a 10 encounter outline adventure summary and a hand drawn map. Your 10 encounter outline is the greatest thing ever.
* Write LESS read-aloud text and LESS DM's text. Trust your DM to embellish
