Worse Rules that game designers have made?

Complete Divine (from Wizards of the Coast) contains a turning/rebuking rules variant, which I've been using ever since coming across it. It's good. It works.

And hey, it actually makes sense, and works in line with the rest of the D&D ruleset. Yay! :)
