But that won't work. That means you can't have a 4-HD creature with no special abilities--because it wouldn't be balanced with 4-HD creatures that do have special abilities.

You mean, like a first level half-orc fighter (no special abilities, except feat, skills, and darkvision) isn't balanced with a first level gnome bard (SLAs, spells, bardic knowledge, bardic music, etc.)?

A 4 HD creature with a Str score of 30 doesn't need fancy special abilities to be a CR 4 creature.

It is in the skills section of the phb. She's just got caught smoking a doobie and in an effort to put it out she somehow got the ash all over her face.

I think it illustrates the danger of failing the hide-behind-corner-with-a-joint skill by 5 or more.
