While the thumb position on the runes may be causing some problems with the level 4 wands, the issue of weakened effect has been a problem in lower level wands and has mainly been blamed on the Arcane Power and Process (AP&P) not having adequate energy in locales with high Wizard density to meet demand.

Thanks - had a lot of fun with this one. I was actually laughing when I was making the "wand" for the photo... thinking, "had no idea I would be making a 'magic' rune-covered wand when I woke up this morning"
