It depends on the item description.

Activating a magic item is a standard action unless the item description indicates otherwise. However, the casting time of a spell is the time required to activate the same power in an item, regardless of the type of magic item, unless the item description specifically states otherwise.

So if the ring description says "The wearer can activate Enlarge Person 1/day", it's a one round activation time. If the ring description says "The wearer can activate Enlarge Person 1/day as a standard action", it's a standard action activation time.

It's a custom item I'm making. So, based on that I'm guessing that I have to have the item made with Rapid Spell applied to Enlarge Person (because I only want it to be a standard action).

The worst part is that, at that point, it's cheaper to not make it have a use limitation. An always on Enlarge Person (if you follow the rules exactly, which I know, they're guidelines) is 4000gp. A 3/day of Enlarge Person that is a standard action to activate costs 14400gp.

How does that work with the part that you quoted?

Use Activated for Enlarge Person would only really apply to a constant-effect item. A Hat of Enlarge Person - the wearer is enlarged. Putting on the hat requires a standard action.

You couldn't really have a 3/day use-activated Enlarge item. It would be command word or spell trigger.
