Would this be considered cheating?

OK, we know most of the new DnD rules require a twenty sided die. But do the rules accually say the numbers on the die you roll have to be numbered 1-20? ;) Could I roll a die that had 20 on every side?

Could you roll it? Yes. I don't think it would fail to roll just because it had the numbers from 1 to 19 on the other 19 sides of the die. :)

I actually have a homemade d20 that has nothing but 1s on it. I use it to make a point for my players. If they can't possibly do something, but want to try, I hand them that die and tell them to roll for it. "Here. Make a dex check with this die. If you get a 24, you managed to climb the dragon without waking it up."

Perfect if you're a RBDM with a good sized DM Screen to hide the rolls from your players? Of course! ;)

But that's redundant, isn't it? After all, if they can't see your rolls, you can just as easily roll a 20 on your d12 :p

There are d20s out there that have an extra 20 instead of the 1. Hard to notice that people never roll a 1 and roll a 20 10% of the time instead of 5%.

And YES it's cheating.

Pg. 5 of the 3.5 PHB makes it pretty clear that the term "d20" refers to a "One twenty-side die, generating a number from 1 to 20." A twenty sided die with nothing but 20's would not generate a number from 1 to 20 and so would be in violation of the rules as written if used anywhere a player was instructed to roll a "d20".

Last time I looked, ther number 20 is in the range of 1-20. So technically it does generate one of the numbers in range, so I don't see what the problem is.
