I disagree, although not strenuously.
If you have combat advantage already, you automatically can already do sneak attack damage. With your interpretation I think the only way the weapon has an effect would be on those very rare circumstances that you attack (and get sneak attack damage), spend an action point, attack again and get a critical. I guess you're welcome to hand out such an item if you like, but that seems woefully underpowered to me.
While not a big deal for rogues, this interpretation is a big deal for Sneak of Shadows users. Non-rogues who MC into Daggermaster could go from one SA per encounter to roughly one in every seven attack rolls, regardless of whether or not they have surprise or a teammate to flank. That's pretty nifty, especially for Rangers or Tempest Fighters. Luck into a couple of crits with Rain of Blows or Blade Cascade and the Wraithblade is all kinds of awesome![]()
