Here is an NPC I made using the Cartographer & Guide NPC classes I posted here: http://www.enworld.org/forums/showthread.php?p=1639844
I made the classes and character for a FR sourcebook from our campaign - www.aldenminor.com. The weapon group feats were used as part of the classes, and the racial paragon was used for the character.

Appearance
Wynne is stands right at 3ft tall and has black hair and brown eyes. He often wears glasses while working; and unlike many halflings he is dedicated to his work, almost to the point of obsession. Wynne often carries a custom made drawing board, along with his basic cartography supplies. He generally wears finely made clothes, though they often become smudged with ink from his continually stained fingers. Wynne is 26 years old.
Background
Wynne grew up in the Dalelands, specifically in Battledale. He always enjoyed sketching and drawing, and at an early age showed quite a talent. He realized that one day he would have to provide for himself, and he hoped to do so using his talents as an artist. While browsing through an old bookshop, he stumbled upon a set of maps. Drawn to the possibility of putting his talents to work through mapmaking he purchased the set and spent his time in study. Initially he was self taught, Wynne spent hours making copies of the maps he had purchased.
Feeling he had learned all he could teach himself, he sought out more formal training and possible employment. For many months Wynne was not able to find work as a cartographer. To this end, he was forced to find other work to make ends meet. During this time me began to venture out from Battledale, where he began drawing his own original maps. Obviously these maps had been drawn before by others, but practice was practice. Due to his constant travels Wynne came to know the Dales like the back of his hand. Over time, he came to know Battledale’s landmarks – some known, some not so known – as his second home. Eventually he began venturing out overnight and for several days at a time. This brought Wynne a knowledge of how to survive in the area.
Word of his skill and knowledge began to spread within the Dales, mostly through private conversations and "tavern talk." Before long, Wynne found himself being hired to lead others out into the surrounding areas, primarily for site-seeing and hunting expeditions. These trips began to pay the bills, and Wynne began to see this as a profitable business within itself. To improve the quality of his service, Wynne began studying about the Dales as a whole. Word spread and business grew. Wynne's knowledge and breadth of venture steadily grew, as did his clientele. His typical client was fairly affluent, with plenty of money to spend and often not much sense on how to do so.
Having always been afflicted with a serious wanderlust, the excursions throughout the Dales no longer satisfied Wynne. With a smile on his face, and a spring in his step, he set out west of the Dales, heading through the Western Heartlands, hoping to make his way to Waterdeep. During his travels across the Heartlands, Wynne came upon the unconscious body of Agrrind Paynem. The body lay slumped near a dwindling fire and empty wine bottle, as was surrounded by some dozen dead hobgoblins. Wynne took it upon himself to bandage the man (as best as he could), restoke the fire and help himself to a little food and drink.
Wynne spent several days in the camp tending to Aggrind, during which Aggrind slept fitfully and suffered from nightmares and delusions. Open waking, Aggrind seemed almost oblivious to the stand he had made at his small camp, but seemed very satisfied with himself and the outcome. They both stayed there for a few days, with Wynne learning much about Aggrind, including his short temper. Wynne decided that all Aggind needed was “a really good friend,” and felt he should be that friend. After some talk, they decided to travel together, as Wynne had a direction, and Agrrind was simply wandering, so the direction didn’t matter. Through the days the two came to be good friends.
Current Sketch
During his travels to Waterdeep, Wynne heard about a growing city called Alden Minor. This city seemed to present the perfect opportunity. It was a city of adventurers and mercenaries, most of whom could use maps and information about the surrounding area; and it was a city with a growing merchant class, meaning people with newfound money to spend on maps, info, hunting expeditions and regional tours. Wynne and Aggrind decided to travel to Alden, and see what they could make for themselves. The two arrived in Alden Minor in 1367DR.
They both took a liking to the city and Wynne soon decided set up shop as a cartographer and guide. During the first year or two, they spent most of their time scouting the surround area and making the maps that would be the basis of the business. Towards the end of the first year, Wynne began soliciting his first clients and began building his reputation within both the adventuring and merchant communities.
Staying in a city might seem at odds with someone with such wanderlust, but not so in this case. The surrounding area provided extensive opportunity for travel and exploration, and the flow of people in Alden provides Wynne with new faces and constantly changing surroundings. Besides, with all of the caravans, there is plenty of opportunity for an “extended holiday.”
Personality
More than anything Wynne is a halfling. He carries a striking halfing demeanor, being cheerful, resourceful, and enterprising – all while stricken with wanderlust. It is due to this wanderlust that he is called Wynne, "the Wanderer." When asked where he is originally from, Wynne is prone to say, “Oh here and there, but mostly there.” You can always tell when Wynne has made a particularly strong friendship, when he unrolls a set of particularly warn maps and says, “Did I ever tell you about Battledale?”
Wynne is generally pleasant and amiable, though often distracted by his work. He is rarely seen without Aggrind, whom some say actually becomes jovial around Wynne. When presented with the opportunity for some “down time,” he will spend an entire morning and afternoon reading a book in one of Alden’s parks, lying in a field outside the city walls, or wandering away the time in the local library. Every so often you will catch him perched on a roof near the docks, looking out at the big ships and the horizon, and if you listen closely you will hear something about the “Grand Adventure.”
Combat
From his experience in hunting, Wynne has become quite proficient with several weapons. His preferred weapon is his sling, following with his short bow. Being fully aware of his size disadvantage, Wynne always looks for higher ground before employing his sling. At times, Wynne is also known to hurl stones with his bare hands.
Only when needing extra range, or the piercing ability of an arrow, does Wynne make use of his bow. Also, he only feels truly comfortable with this weapon when he has plenty of time to sight in his target. When pressed into melee combat Wynne works to use his size and speed to remove himself from melee. In dire circumstances Wynne employs his short sword, leaving his dagger for specific situations where the short sword is too cumbersome.
