Crawford mentioned the PDK specifically when saying that FR specific things are not included. So while you may not think the class is FR specific, the devs certainly do.

And the PDK has definitely not been popular enough to warrant consideration, if popularity was a metric.

Anecdotal from me rather than a statistic, but I play a lot of PBP games online and have run, applied to, or just watched a lot of game recruitments/startups. Not once have I seen someone make a banneret.

On the one hand, I don't like material being reprinted, when they could easily add more. They had enough classes.
On the other hand, a lot of people complained about buying the SCAG for a half-dozen pages of crunch. So this way, they don't have to.
