Hmm going to try to set this up.
Currently there's a semi-rare possibility of a second location appearing a move. Now this is a rarity in itself and can possibly cause confusion as some judges started judging under the impression of 'if it doesn't appear in the appropiate place, it isn't valid for that power' (like, oh styles appearing anywhere but the style portion of the move) and it doesn't really effect much of anything.
It may slightly weaken the yakuza (by a fraction of power less than half of a single modifier) but it would make judges jobs cleaner if this was fixed.
As an added bonus, it may allow us to put some use behind the Named Locations in the masters that are now antiquated.
Anyway, I'm sure someone else can phrase this better so

Problem: There is a 1 in 400 chance of a second location coming up in a move.
Reasons this is a problem: Judge confusion, unexpected circumstance when initially balancing pathes beforehand.
Solution 1: Status Quo (Keep the same)
Solution 2: Simply remove the potential for a second location to occur at all and replace with nothing.
Solution 3: Replace the potential for a second location with potential for pulling a named location.
Solution 4: I like pie (Apathy, don't care)
