Well, for some publishers, I can't imagine this being something they'd be interested in.
Take Guardians of Order for instance. They have BESM d20, the revised edition and the Stingy Gamer's Edition. Do they really need to have their game mechanics get any more exposure?
What about official books like Unearthed Arcana that have collected some material already. For example, could the game mechanics submit their whole Scion thing, making it the fourth place for it to appear (their books, Unearthed Arcana, Arms & Armor)?
What about companies already making use of other people's game mechanics in different ways? Grim Tales anyone?
What about OGL material that isn't compatible with standard D&D. You can make the arguement that AU and Everquest are "100% compatible with the world's largest role playing game" but no one is going to say that about Conan or the magic system in Midnight.
It also seems that if it's a yearly thing, that the time to do this may have passed. Unless it's mainly a huge collection of great PDF material, the flood of releases hasn't been as strong this last year as previous years. Sure, there has been some great material, but it usually rises to the top, and much of it, like Hyperconscious, is from Malhavoc already, but since they're out of the running...
