In truth the simplicity of 4E combat is thoroughly undermined by the extreme dependence on the attack roll which simply synergises badly with limited resource gameplay.

That is a quotable quote... I like the idea of using some of those resources like action points to undermine that dependence on the attack roll... since aps are very much an abstraction having them allow a re-roll on any action allows the player to decide if it is there diplomacy check that needs it or their daily power which needs it.
