My players will return to Hilltop after chasing this Skull around the underdark for a time to this:

You return to find the village of Hilltop a smoking ruin. It's meager wall is broken and toppled in various places. The common hall is nothing but a burned husk, the roof of the Bubbling Cauldron tavern has been burnt away leaving a skeleton of brick with no door. The head of the herbalist sits on a pike outside of what is left of his still smoldering shop. Bodies lay everywhere, some hacked to pieces, some with gaping wounds their entrails spilled out on the ground. One thing is certain, most of the villagers were unarmed and butchered while they tried to run away. One or two orc bodies are scattered among the dead. The smithy is still standing and has been converted into a makeshift hospital, some of the slapped together cots hold wounded and dying.
One of the survivors tending to the dead will recognize them from before and hands them a note from Ulagan:

You may have disrupted my plans little flies, but I my reach is long. This is my land, these are my slaves, you are dead. Come take me if you can.

I'd like to bounce some ideas around for where to go with this. They'll probably want to track him down as they'll find out that slaves/prisoner were taken. Anyhow, let me know what you think.

The campaign is set in the Silver Marches, they've been geas quested by Klauth and will be/are chaffing from having to do his bidding but that whole situation should be resolved by the time I'm ready for the Hilltop encounter.
For detailed info the link in my sig connects to my campaign diary.

Who is Ulagan? Why does he hate the group?
Ulagan is an ogre mage who would have had this Skull the players are after. They've screwed up his plans and now he wants revenge. He'll be hitting them where they live in a big way.

Excellent. Then everytime he kills someone they like, he should steal their skull -- you know, as a subtle reminder. He should kill their horses, poison the water supply, and do evil deeds while looking like them.

The PCs are probably going to ride off after the slaves/prisoners in a fury. If the ogre mage is really serious about revenge, then they're already dead or will be killed by the characters' very actions.

The bad guy gives notes! The bodies of the dead should have the note cut into them and then one of them should be an exploding rune!

Head hunter - skull collection. Now have to create something about different skulls, power sources or keys.

I like that. :)

Just ran the Giant's Skull as well....:) well half of it anyway... with PCs playing the ogres... what about decension in the ranks of Ulagan's forces? An upset rival of Ulagan's, knowing that he can't best the Ogre Mage toe to toe, starts dropping clues/evidence that would lead the PCs to the Ogre Mage... a bit complex for a typical ogre, but hey why not? The rival could even attempt to befriend the group teaming up to dispose of the Ogre Mage, and then after that battle tries to take out the party while they attemtp to heal up etc...

Other than the Skull, which I've redone and having ogres in the plotline, I've pretty much departed from that module altogether. :)

He associates with orcs, other giantkin, and and has many enemies. Now even more so. That shouldnt be hard. Thanks.
