I don't believe so, no. It doesn't have any powers, it's just a gem with an Arcane Mark in it.
That would be my accessment, but my wise guy DM thinks that you might have to have Craft Ring Feat, cause, it is a ring.

Swear I am going to throttle him ;) :) :D

"Feats - You don't really need the craft ring feat do you?"

No, not really. I meant there are what, TWO rings available to you? Suck it up and buy em, don't waste that feat!

Actually... with the additional feat to allow you to wear a third ring, it's not all that bad... but then again it's still not worth it IMO, if you want one more ring, just pay the 50% surcharge and have that added to your current ring.

Oh, you mean for some specific item... OK, No useful comment here, just trolling.

Hmmm.

What's the context of you making the arcane signet rings?

I ask because they are essentially indentifiers for a specific dragonmarked house. Now I (as a DM) don't treat signet rings as magical rings for the 2-ring maximum - they're essentially a flavour item.

However, the rings need to be created by a blood heir of the specific line, otherwise the house mark doesn't show up in the dragonshard that is set in the ring.

Also remeber that only those with the favouredin house feat can ususally attain one.

So are you trying to create one to get around these fluff issues? If so, I think you're DM is entitled to make you work within the letter of the rules - is it a ring? check! does it contain some form of magic? Check! = needs forge ring to create.

[My apologies if this isn't what you're trying to do - explain the situation more & I can better give you my opinion]

Best bet: Just steal one or go to the Mournland and take them from the dead house heir there...

What does it say as prereqs for crafting the ring? Does it say "Forge Ring" or just that you need to know Arcane Mark?

It doesn't say anything. The item appears in the Adventuring Equipment chapter under Documents, right next to other mundane items like Identification Papers and Letters of Credit. Not in the Magic Items chapter with other magic rings. Which is probably the best evidence for what it counts as.
